Association Bylaws

Region 14

 

Article I - Name, Principal Office, Purposes and Restrictions

1.01 Name: The name of the Charter Association is Association of Long Beach Educational Managers, a unit of Association of California School Administrators (ACSA), Region 14, hereafter referred to as ALBEM
1.02 Purpose: The purpose of the charter is to promote within geographical territory of its unit the purpose of state ACSA as stated in the ACSA and region Bylaws by providing programs and activities similar to and consistent with those of ACSA and the region.
ALBEM is a nonprofit corporation organized under the Public Mutual Nonprofit Corporation Law of the State of California to:
(A) support and improve the quality of education in the Long Beach Unified School District,
(B) sponsor educational programs for the membership regarding professional and self development,
(C) create awareness and support of the communities served by the Long Beach Unfired School District of the status and goals of the public school system,
(D) express opinions on proposed state legislation affecting the quality of public education in the Long Beach Unified School District.
The activities of ALBEM shall be limited to the activities described in its Articles of Incorporation. No gains, profits or dividends shall be distributed to any of the members of ALBEM, and no part of the net earnings, funds or assets of ALBEM shall insure to the benefit of any member, private stakeholder or individual or any other person, firm or corporation excepting only the Long Beach Unified School District.
1.03 Restrictions: All policies and activities of the charter shall be consistent with:
(A) State ACSA bylaws, policies and procedures, and region bylaws, and rules and regulations;
(B) Federal, state and local antitrust and trade regulation laws;
(C) Applicable tax-exemption requirements: and
(D) All other legal requirements including the California Nonprofit Corporation Law under which state ACSA is incorporated and to which the region and this charter are subject.
 
 

Article II - Members

 
2.01 Membership Qualifications: Any person who is employed by the Long Beach Unified School
District and who is either classified by the District as a member of the Management Team, a confidential/secretary employee is eligible for membership in ACSA.
2.02 Member Option to Follow Association Rules: Each member of this charter agrees to be bound by these bylaws and any amendments thereto, and by the lawful actions of the Board or voting members of this charter.
 

Article III - Dues

 
3.01 Assessment: The Board shall assess dues as it sees fit.
 

Article IV - Board of Director

 
4.01 Board Members: The Board of the governing body of the charter and has authority and is responsible for the supervision, control and direction of the charter.
4.02 Composition: The Board consists of 16 persons, each of whom shall be a regular member of good standing of ACSA and the region, state president, president elect, past president, secretary, treasurer and other positions.
4.03 Election and Term of Office: The members shall elect new Board Members at an annual meeting, the time and place of which shall be determined by the Board, for a term of one year.
4.04 Nominations:
(A) Nominating Committee: The Chairman of the Board, or the President if there is no Chairman, shall appoint a committee to select qualified candidates for election to the Board of Directors prior to March 1 of each fiscal year. The nominating committee consisting of no more than five, no less than three, members of the Advisory Committee and each such member shall represent a different Affiliate Group. The nominating committee shall make its report prior to April 1 of each fiscal year and the Secretary shall forward to each member a list of designated capacity as an Officer of ALBEM. No candidate shall be nominated for a position of President unless he or she is also a member of ACSA.
(B) Nominations By Written Ballot: If there is a written ballot to elect Directors, any member may write in the name of any otherwise qualified candidate on the ballot, and shall also designate the officer for which such candidate is nominated.
4.05 Meetings: The Board shall meet at least annually, and at such other times that it deems necessary or upon call by the President upon reasonable notice to all members of the Board.
4.06 Quorum: A quorum of the Board shall be a majority of the number of Board Members authorized in these bylaws.
4.07 Board Action: Every act or decision done or made by a majority of the Board members present at a meeting duly held at which a quorum is present is the act of the Board.
 

Article V - Officers

 
5.01 Officers: The officers of the charter shall be: president, president elect, secretary, treasurer, and past president.
5.02 Qualifications: The President must be a member of the state ACSA.
5.03 Election and Terms of Office: The Board shall select officers.
5.04 Duties: The officers perform those duties that are usual to their positions and that are assigned to them by the Board, including those duties that are set forth in position descriptions for each officer as adopted by the Board from time to time. (The president, vice-president, secretary, treasurer shall also serve as the charter’s delegates to the region delegate assembly.)
5.05 Vacancies: If a vacancy occurs among the officers, for any reason, the position is filled for the unexpired portion of the term by the Board.
5.06 Removal: An officer may be removed for an adequate reason as determined by the Board.
 
 

Article VI - Membership Meetings

 
6.01 Membership Meetings: The President or the Board shall call a membership meeting at least annually and may do so more often upon reasonable notice to each member.
6.02 Election of Board Members: At the designated annual meeting, the members shall elect the directors.
6.03 Quorum: The quorum shall be equal to 20% of the members.
 
 

Article VII - Committees, Rules and Bonding

 
7.01 Committees: The Board or the President may establish committees from time to time and may appoint the members of such committees, provided the President or the Board shall designate in writing in reasonable detail the exact mission and authority of the committee and its duty to report to the Board at reasonable intervals.
7.02 Rules: The Board may establish rules that are consistent with these bylaws for the policies, procedures, and programs of the charter.
7.03 Bonding: All individuals with significant financial responsibility on behalf of the charter, including individuals authorized to sign checks, shall be bonded within appropriate limits as determined by the Board.
7.04 Fiscal Year: The fiscal year of the charter shall commence on July 1 of each year and terminate on June 30 of the following year.
 

Article VIII - State ACSA Committees

8.01 Nominations: In cooperation with the region president, the President of the charter shall submit nominations for service on State ACSA committees to the region board.
 

Article IX - Amendment of Bylaws

9.01 Amendment: These bylaws may be amended by a majority vote of the Board or the members.
 
 

Article X - Interpretation

10.01 Interpretation: These bylaws are subject to and must be consisting with state ACSA and region bylaws and must be interpreted to conform with state ACSA and region bylaws, as they may be amended from time to time.

Long Beach, area schools show gains in STAR tests

Students in the Long Beach Unified School District and other area school districts showed steady gains this year in math, English and other subjects, according to state standardized test results released Friday. 
 
The annual Standardized Testing and Reporting program, known as STAR, is a set of state tests that measure student performance in English, math, science and history. The results are used to determine whether schools can meet academic performance standards set by the state accountability system and the federal No Child Left Behind Act. 
 
Each student is grouped into one of five levels based on performance: advanced, proficient, basic, below basic and far below basic. The state's goal is to have every student perform at the proficient or advanced level.(more)
 

More Long Beach area students passing high school exam

A growing number of 10th-graders in the Long Beach Unified School District and other area districts are passing the state-mandated high school exit exam, according to results released Wednesday.
 
In Long Beach, some high schools showed significant gains, while others saw slight improvements.
 
Cabrillo High, a traditionally underperforming school on the city's Westside, saw one of the biggest gains, with 75 percent of sophomores passing the English portion of the test this year, up from 69 percent in 2011. (more)
